As founder and principal engineer, Xiaoping has over 15 years of experience leading and managing transportation planning, transportation engineering, and electrical engineering projects. As a transportation engineer, Xiaoping is specialized in multimodal corridor studies, traffic simulation modeling and traffic operations analysis. As an electrical engineer, Xiaoping has successfully delivered numerous electrical, lighting analysis and design projects over the past decade. Xiaoping is familiar with Seattle Department of Transportation and Seattle City Light design and material standards.

Meagan Powers, PE
Office Manager / Senior Engineer

As Concord’s Office Manager, Meagan is instrumental in our success. Meagan has over 12 years of experience in planning, evaluating and designing transit and multimodal transportation projects within the greater Seattle area. She has extensive experience in evaluating transit signal priority, traffic signal coordination, and the impacts of signal and channelization improvements on transit speed and reliability through complex urban corridors. In addition to operational analysis, Meagan has led the design and implementation of ITS and signal improvements to support transit operations throughout King County. She is currently leading the signal, ITS, and electric design for SDOT’s Madison BRT corridor. She also led ITS design for the A, B and F-Line RapidRide corridors, which involved fiber optic communications systems, ITS cabinets and hardware to support transit signal priority, signal controller upgrades, and traffic signal modifications to enhance transit operations.

Meagan loves to get outdoors with her family and hike, bike or run whenever she can.

Mark Madden, PE, PTOE
Senior Engineer

Mark is a Senior Transportation Engineer at Concord with over 45 years of professional experience in the fields of traffic signal design and operation, traffic operations, and safety programs. Prior to working in the private sector, Mark was an engineer for King County and has spent many years as a consultant in Washington State. His knowledge of local, state and national standards ensure that projects are safe and adequately designed to meet public and agency expectations.

Mark is a licensed professional engineer in both Washington and Oregon and is a certified professional traffic operations engineer (PTOE). Mark is a member of the Institute of Transportation Engineers (ITE), and his peers voted him ITE Section President in 2004. The Washington Section ITE awarded him their Outstanding Service Award and the Western States District awarded him a Presidential Proclamation for Distinguished Service. Mark has served twice on the Washington State MUTCD (Manual on Traffic Control Devices) Adoption Committee and uses his knowledge of the MUTCD to design safe projects that are defendable in court.

Mark enjoys spending time with his family and relaxing (and working) at his family cabin in his spare time.

Jeremy Wheeler, PE
Senior Engineer

Jeremy is a senior engineer with extensive experience in traffic design and traffic operations analysis in multimodal environments. Jeremy’s range of design skills include traffic signal systems and signal modifications, Intelligent Transportation Systems (ITS) including fiber optic interconnect networks, illumination systems, channelization and signing, pedestrian and bicycle facilities, bicycle and vehicle detection systems and temporary traffic control. As a transportation engineer, Jeremy has led or contributed to the design of numerous traffic signal, street lighting, and multimodal improvement projects throughout Oregon and Washington.

Prior to joining Concord, Jeremy was one of the leading traffic designers for several regionally significant transit projects in the Portland metro area including light rail and streetcar expansions. In addition, Jeremy has public sector experience as a project manager for the City of San Jose, working on the delivery of local and regional ITS projects. Notable projects include the delivery of a next-generation Transportation Management Center (TMC) for the City of San Jose and the development of systems engineering documents to support the procurement and integration of advanced transportation management software for San Jose’s TMC. Jeremy’s public sector experience includes the management and grant administration for projects receiving Federal-Aid highway funds.

Jeremy is an avid sports fan, particularly the Portland Trail Blazers, and enjoys running and hiking the Northwest’s beautiful trails when he isn’t spending time with friends and family.

Huey-Yi Sung, PE
Senior Engineer

Huey-Yi Sung is a senior traffic engineer with 18 years of experience conducting traffic engineering, highway design and transportation planning studies ranging from traffic operational analyses and traffic simulations to the development of ITS, signing, illumination and traffic signal design PS&E packages. Although Huey started her career in Michigan, since 2005 her work has involved various traffic design and traffic impact assessments in the State of Washington. Huey was an integral part of the ITS and traffic design team for the SR 520 Bridge Replacement and HOV Program. She has also worked on various Design-Build projects around the country. Huey has an in-depth knowledge of local, regional and national design standards and requirements. Huey is currently leading the Tacoma Link Extension project and… for Concord.
Huey-Yi enjoys hikes with her family and friends during the summer months. And, being the engineer she is, in winter she can be found playing LEGOs and doing puzzles with her children.

Syed Rahman, PE
Senior Associate Engineer

Syed is a licensed transportation engineer with over 8 years of experience in traffic signal, lighting, ITS, signing and striping design, traffic and transit operation analysis, and traffic simulation modeling. Syed has completed a number of signal design and roadway, intersection, and pedestrian lighting design projects in King County and the Puget Sound region. Syed also has extensive experience in construction support services, including material review, design change, and addressing RFIs. He is currently leading the signal modification and ITS design for the Seattle Department of Transportation Michigan Street ITS project. When not at work, Syed enjoys hiking near Washington’s many beautiful waterways.

Wei Ding
Transportation Engineer

Wei is a transportation engineer with Concord Engineering. With his vast experience in the fields of transportation planning, transportation engineering, and electrical engineering in both Canada and Washington State, Wei has led numerous traffic design projects that involve traffic signal operational analysis, signal timing, traffic signal design, channelization and signing improvements, ITS design, Maintenance of Traffic (MOT), and illumination analysis and design. He has also been involved in multiple research projects with a focus on activity-based traveler’s choice behavior modelling, and the traffic information utility evaluation in environment of implementation of Intelligence Transportation System (ITS). Haixiao Yu
Transportation Engineer

As a transportation engineer at Concord, Haixiao is highly experienced in traffic design and operations and in analyzing and evaluating the potential impact of proposed traffic infrastructure improvements and operational changes on future build scenarios. He is experienced with signal, ITS and lighting design and analysis and is proficient with a variety of traffic analysis and simulation tools, including VISSIM and Synchro. Haixiao played an integral role in creating the Rainier Ave Multimodal Traffic Operations Vissim model and the SDOT CBD signal retiming and One Center City Mobility Plan projects. Haixiao also led the Seattle City Light Zone 1 & 2 Street Light LED Conversion project.

Before joining Concord, Haixiao worked as a summer intern at SDOT in 2014 and assisted the SDOT signal operation engineers with signal operations and optimization projects.

Haixiao is an avid music and sports fan and enjoys basketball, soccer and football. Haixiao is a huge fan of the Seattle Seahawks and German soccer club Bayern Munich and enjoys catching a game whenever he can. Haixiao is also a great team player at Concord!

Cherie Chen
Transportation Engineer

As a transportation engineer at Concord, Cherie has experience in traffic operations analysis, traffic data collection, illumination analysis and design. She also is knowledgeable about joint use pole engineering…. Cherie is skilled at using Synchro, VISSIM, ArcGIS, and AutoCAD to develop traffic models and deliver traffic design plans. Cherie has been instrumental in the Seattle City Light Zone 3 & 4 Street Light LED Conversion project and is also heavily involved in the SCL POLE???? . Before joining Concord Engineering, Cherie worked as a summer intern at Transpo Group in 2015. Cherie loves to read in her spare time.

Yingying Huang
Assistant Transportation Planner

Yingying is a transportation planner who enthusiastically endorses people-oriented urban mobility. Yingying is knowledgeable about comprehensive planning, non-motorized mobility designs, travel psychology, and public outreach facilitation. She believes that bridging knowledge from various fields is an important ability, as it helps derive innovative solutions. Prior to joining Concord, Yingying interned at Internat FeetFirst and with SDOT in their Transit and Mobility Division. Yingying’s transportation planning skills provide unique insight into her work on transportation projects for our clients.
Yingying enjoys travelling and recently spent the summer studying the methods of people-oriented mobility planning and the effectiveness of reducing car-uses through travel psychology in the United Kingdom, Netherlands, and Denmark.

Yuan Wen
Assistant Engineer

As a traffic engineer, Yuan has experience in the fields of traffic and transit planning and operations, traffic simulation modeling, and traffic signal and ITS design. He has completed a number of multimodal transportation corridors and network simulation models, as well as a variety of operational analysis and signal timing projects for several local government agencies. He is skilled in developing traffic simulation networks for arterials, grid network, and corridors with special treatments such as BAT lane and transit queue jump using Synchro, VISSIM and VISUM. In addition, he has extensive experience with data analysis using different statistical models. Yuan is an avid hiker and badminton player and also enjoys traditional Chinese painting in his spare time.

Kevin Nguyen
Assistant Engineer

Kevin is an assistant transportation engineer with experience in traffic operations analysis and street illumination analysis. He has been instrumental in Concord’s role with the Seattle street lightning project and in using AGi32. Kevin also has experience using traffic simulation tools such as Synchro and VISSIM.

Prior to joining Concord, Kevin worked as an intern with SDOT in 2015 and assisted the signal operation team with signal optimization projects. Kevin is a car enthusiast and spends his spare time working on cars, going on drives and exploring the beautiful Northwest.

As one of our newest employees, Hayden is a full time transportation engineer intern, assisting our team with SpidaCalc, AutoCAD, MapSight, and field work, particularly the SCL Pole project (what is the name?)…. He has experience with data collection, data analysis, and design.

Hayden is not only a talented engineer in training, he is also an avid photographer, web designer and soccer player.

Hayden is currently an undergrad at Edmonds Community College and plans on transferring to the University of Washington Civil Engineering program.
